The Division is nested beneath the Bureau. It writes in-app notices, records receipt, and files appeals. It does not patrol, lock, charge, certify or sanction. All-points is a distribution joke, not a warrant. APB is not a police service, government authority, medical authority, independent regulator or new organ.
What a bulletin does
Code, issuing function, exact policy version, observed condition, evidence, scope, requested administrative action, response date, CARL and GERALD links, and an appeal path. Issue requires human approval and a committed record.
What a bulletin does not do
- It is not a sanction.
- Acknowledgment is not agreement.
- In-app issue is not email delivery.
- A generated reviewer is not an independent authority.
